What is new?

ADS 579 governs USAID's data policy. It has recently been updated with supplemental guidance on collecting geographic data.

This deck will help explain the new guidance to insure Creative remains in full compliance with USAID's policies.

The Policy

USAID Operating Units (OUs) will collect Activity Location Data at the most detailed geographic level appropriate for each activity they implement using one of the four Levels of Geographic Detail...

Requirements

The data needs to be submitted occording to the standards set in:ADS 579saa, Geographic Data Collection and Submission Standards

Collect the location where the activity is implemented (beneficiaries location can be collected but not required).

Data must exclude personally identifiable information (PII)

When applicable, leverage Agency-approved data collection and management systems

Level of Geographic Detail

At a minimum, collect Activity Location Data at the following Level of Geographic Detail:

Sub-national level activities: Administrative Unit 1 level, e.g., region, province, department.

National & Regional Activities: Use the Lat/Long coordinates of the Administrative 1 (i.e. country) capital city.

Creative's Responsibility

First, follow all rules as laid out in contracts, grants, and cooperative agreements. This take precedence over all else!

However ADS 579 states that: USAID contractors and recipients of USAID assistance awards must submit Datasets governed by this policy, and supporting documentation, to the DDL in accordance with the clause or provision in their award.

Beneficary Location vs Activity Location

USAID OUs are required to collect Activity Location Data depicting the geographic location where an activity is implemented. In some cases, an activity’s “Location of Implementation” may be different than its “Location of Intended Beneficiaries” and therefore it may be useful to collect geographic data depicting both types of locations.

Edge Case Quiz

1. If a Creative project in Syria sponsors local councils to attend a training in Istanbul, what location should be captured for this activity?

Answer: Istanbul, Turkey since this is where the training activity took place. Recording the location where the local council is based would be considered the beneficary location which is only necessary if mandated by the CO/COR

2. The NRTI/NERI program in Nigeria had projects supporting radio stations that covered Kano State, what location(s) should be captured for this activity?

Answer: This one is a bit trickier, but, considering the four geographic levels, the recommended level would be the populated place where the station is located. This captures enough detail without revealing the exact location of the station.
